Graduate of the Technical University of Łódź, Faculty of Information Technology and Statistics. From 1999 to 2007, Head of IT Department at the Włocławek Municipal Office. Since 2008, he has been involved in raising European funds for IT projects in public administration. He has participated in the preparation and implementation of IT projects for the territorial self-government units for 17 years. Prepared projects with a high degree of innovation, as well as research and development character have repeatedly taken first place in substantive assessments in national and regional competitions.
Certified Expert in the field of European funds, Project manager PRINCE2® and AgilePM®. Business analyst with knowledge of business process development standards and methodologies. Specialist in the preparation of strategies and programmes for computerisation of Towns and Municipalities (co-author of the award-winning Strategy for Information Society Development in the City of Zabrze - e-Zabrze). Auditor of several dozen projects implemented with the participation of European funds aimed at the development of the Smart City idea. Coordinator of the creation of Shared Services Centres in cities: Toruń, Dąbrowa Górnicza, Szczecin.
Passionate about intelligent management. Author of the concept of the Management Control System application for territorial self-government units thanks to which CDiAP was awarded the Polish Smart Development Award 2023 in the category: Project of the Future.
