Graduate of the Faculty of Law and Administration and the Faculty of Physics at the University of Warsaw. Author of book publications, articles and glosses in scientific journals. Local government expert, since 2008 associated with the Union of Polish Counties, where he currently serves as Deputy Director of the Office. He has also provided support to the Chancellery of the President of the Republic of Poland, the Ministry of Internal Affairs and Administration and the Małopolska School of Public Administration. Expert and trainer at numerous trainings for local government, in particular on institutional development, public-legal partnership, quality management, local government law. An active local government official - he was, among other things, Chairman of the Legionowski District Council and Head of Jabłonna Commune. Currently a member of the Board of Directors of the Legionowski District.
