Doctor of Law, on the basis of a doctoral dissertation defended at the University of Silesia in Katowice. For many years (12 years) Mayor of Krynica-Zdrój and currently (since 2009) Mayor of Muszyna.

Since 2001 President of the Board of the Association of Health Resort Municipalities of the Republic of Poland based in Krynica. Chairman of the Board of the Union of Krynica-Poprad Municipalities based in Muszyna.

Author of numerous scientific and popular studies in the field of law, economics and management of tourism and spas, as well as legal expertise, comments to legal regulations and scientific articles in domestic and foreign journals.

Co-author of numerous research projects. Creator and co-author as well as active participant of national and foreign conferences and congresses in the field of: economics, self-government, economy, law, tourism, environmental protection and spas. Served as a parliamentary expert and consultant for expert studies in the field of spa law, local government finances, tourism and local government.
